Big pipe and increasing pump out the water to solve flooding in PP

Phnom Penh: Municipal hall's strategy from 2006 is to use pipes with 1-2metres surface. We found that even there are much effort to put the big pipes in city, some places are flood whenever rain is heavy. The reason of flooding causes from much people in the city with the old pipes. The solutions are to increas pumping out the water and control the houses and manufactures' waste.
