Phnom Penh: The President of the National assembly on Monday banned members of the Human Rights party from participating in the debate on the 2009 draft budget. Heng Somrin said that the Human rights party didn’t have enough seats to address the assembly. The party has only three members in Parliament. But according to article 48 of the national law, parliamentary groups have to have at least ten members to take part in National Assembly debates. Heng Somrin said that human Right Party lawmakers should integrate with the Cambodian People’s Party or Sam Rainsy Party in order to be able to join in the discussion.
